BILLINGS, Mont. — The Montana Department of Transportation (MDT) is announcing and inviting the public to comment on a proposal that will resurface about 1 mile of US Highway 113 (US 113), commonly known as Montana Avenue, in downtown Billings. The project begins near the intersection with Division Street, and extends east, ending near the intersection with North 18th Street.

Proposed work includes:
  • Milling and paving select roadway sections that have deteriorated.
  • Pouring concrete aprons around utility covers.
  • Replacing deteriorated concrete crosswalks.
  • Replacing curb, gutter, and sidewalk on Montana Avenue between North 25th Street and North 26th Street.
  • Upgrading detectable warning devices.
  • Installing new pavement markings.

The purpose of the project is to extend the life of the existing asphalt surfacing and replace deteriorated crosswalks and sidewalks along Montana Avenue to enhance safety and improve accessibility in compliance with current American with Disabilities Act (ADA) standards.

Construction is tentatively planned for 2028 depending on completion of design and availability of funds. No new right-of-way will be needed. Relocation of utilities may be necessary. MDT staff will contact affected landowners prior to construction regarding temporary permits.

Partnering with the community is an important part of properly planning for future projects. MDT welcomes the public to provide ideas and comments on the proposed project. Comments may be submitted online at mdt.mt.gov/contact/comment-form.aspx or in writing to Montana Department of Transportation, Billings office, PO Box 20437, Billings, MT 59104-0437. Please note that comments are for project UPN 9998000.

The public is encouraged to contact Project Design Engineer Kyle Shuck at 406-670-8630 or Billings District Preconstruction Engineer Kurtis Schnieber at 406-670-9820 with questions or comments about the project.
