LIVINGSTON, Mont. — The Montana Department of Transportation (MDT) is announcing and inviting the public to comment on a proposal to reconstruct less than a half mile of North 5th Street (U-7403) in Livingston. The project begins at the intersection with West Front Street, and extends south, ending at the intersection with West Park Street.
Proposed work includes reconstructing the road to include an extended right-turn lane, constructing a shared-use path, upgrading railroad crossing surfaces and signals, curb and gutter and curb ramp work to meet current Americans with Disabilities Act (ADA) standards, and finishing with a seal and cover (chip seal). Pavement markings and signage will also be upgraded with the project. The purpose of the project is to enhance safety features and upgrade the existing railroad crossing.
As part of this project, approximately 10 feet of the Depot Rotary Park will be used to construct the shared-use path on the east side of 5th Street. This project includes funding from the Federal Highway Administration (FHWA). As part of the environmental analysis, FHWA and MDT are required to comply with Section 4(f) of the Department of Transportation Act of 1966 (4(f)). This requires FHWA to consider all possible avoidance alternatives to permanently incorporating park, recreational, and historic properties into a transportation facility. FHWA has reviewed the proposed project and has determined the impacts to the park, as a result of the proposed project, are minor in nature and will not hinder the intended use and long-term function of the park resources.
Construction is tentatively planned for 2029 but could be constructed earlier depending on completion of design and availability of funds. Right-of-way acquisition or temporary construction permits will be required for this project. Relocation of utilities may also be necessary. MDT or the City of Livingston staff will contact affected landowners during the design of the project. Landowners may be contacted again prior to construction regarding temporary permits.
